Most commercial gift baskets are padded, as well as making them look full, it raises the contents for a more pleasing appearance. Fill the bottom of the basket/container with crumpled newspaper or a tea towel. Then cover the newspaper with one or two sheets of colored tissue paper, this may not be necessary for some containers ie ice buckets.
